Election-related incidents 40 % lower compared to 2010 – comelec

MANILA, April 29 — Commission on Elections (Comelec) Chairman Sixto Brillantes said that election-related incidents are 40 percent lower than the reported incidents in 2010.

“Compared to the 2010 sinabi nga dun sa latest report ng Philippine National Police at Armed Forces of the Philippines na we are 40 percent less. Two weeks before the elections ang reported incidents is 40 percent less than 2010, meaning hindi masyadong mainit ngayon,” he said.

Based on PNP records there were 84 election-related incidents recorded since the start of the election period last January 13 up to April 25, 2013.

Brillantes also compared the situation to the control switch of a stove. “Kumbaga sa stove nasa low pa lang ngayon, hindi pa medium, hindi pa high.”

However, he noted that there are incidents that are coming up, and they already categorize the nature of the events.

Brillantes added that Sulu province in Mindanao has been included in the list of areas of concern. The other areas are: Abra, Ilocos, Pangasinan, La Union, Cagayan, Nueva Ecija, Pampanga, Cavite, Batangas and Masbate in Luzon; Western Samar in the Visayas; and Misamis Occidental, Maguindanao, Lanao del Sur, Basilan, and Lanao del Norte in Mindanao.

The Comelec said that problematic areas will be classified as areas of concern, of immediate concern, or of grave concern, depending on the degree of the peace and order situation there.

“If there’s an incident then we can probably declare it as an area of concern. ‘Yung area of concern historically may problema na ‘yan…if there are incidents that will aggravate the situation then we move it up to the area of Comelec concern kapag immediate concern na pwede na kami mag augment ng tao, maglalagay na kami additional police, at military. Kapag hindi pa din ma control, Comelec control na, kami na ang magtake over,” Brillantes explained.

He added that they did not automatically put area under a category, as they discuss it before they can declare an area.

“Pinag uusapan bago namin ideclare. Gaya nung sa Lanao del Norte, 13 ang namatay medyo delikado ‘yun so we put them under the level of immediate concern,” Brillantes said.

He said the same with the case of Misamis Oriental, which is in the immediate concern category. (PNA)
