Mayor Rama’s choice named Cebu City top cop

CEBU CITY, July 30 — The Police Regional Office 7 has confirmed the appointment of Sr. Supt. Noli Romana as the new director of the Cebu City Police Office.

Sr. Supt. Edward Carranza, chief of the PRO 7 directorial staff, said he has received the memorandum from the Directorate for Personnel and Records Management in Camp Crame on Romana’s appointment.

Romana, the personal choice of Cebu City Mayor Michael Rama, will replace Sr. Supt. Mariano Natuel Jr.

Cebu City Vice Mayor Edgardo Labella said it’s good that the PNP followed the process and upheld the rule of law.

Labella, a lawyer, said Section 63 of Republic Act 8551, otherwise known as the Philippine National Police Reform and Reorganization Act of 1998, provides that mayors have the authority to choose the chief of police in their jurisdiction.

Rama is in Japan on official business and is expected to be back in the city next week.

Natuel said he has not yet received the order from Camp Crame, but said he was already informed by the PRO 7 about his relief.

He will be temporarily transferred to the PRO 7 while waiting for his next assignment.

“As a police officer, you always go from one assignment to the other. I was expecting this,” Natuel said.

Mayor Rama has wanted to get Romana to head the CCPO since December last year, after then CCPO chief Ramon Melvin Buenafe was relieved from his post because he had served longer than the two-year tour of duty.

Last May 10, Camp Crame appointed Natuel as the city police director, a move that irked Rama. (PNA)
